IMMIGRATION AND VISAS

Passport Requirements based on Norway Visa Policy:

All travelers except the following require a passport/travel document:

1. The kids age 11 years old or younger who have a National ‘Identity Certificate’ issued by Belgium only if they are traveling together with at least one parent. However, it is recommended to have a passport/travel document.

2. Travelers/passengers with ‘Kinderausweis,’ a German national identity document issued to children aged less than 16 years old. For children aged less than ten years old, the passport/travel document does not need to contain a child’s photograph.

3. Travelers with temporary passports that are issued by Thailand.

4. Nationals of Iceland, Finland, Denmark, Sweden, or Norway hold identification papers for trips between the Nordic countries.

5. Travelers with a ‘Laissez-Passer’ (traveling on duty) issued by the International Court of Justice, the European Union, or the United Nations.

6. Travelers with travel documents that are issued to recognized refugees and people without nationality or citizenship who reside in a European Economic Area member country or Switzerland, hold travel documents/passport which is issued by a European Economic Area member nations or Switzerland and do not hold the nationality of any nation.

7. Travelers with a Seaman Book or Seafarer’s Identity Document (provided they are traveling on duty); this exemption only applies to:

• Philippine citizens.
• Citizens of countries/nationals who have signed Convention no. 108 of the International Labour Organization.

8. Travelers with passport/travel documents issued by United Nations Interim Administration Mission in Kosovo to Kosovo’s permanent inhabitants.

9. Travelers (provided coming only for tourism) with a national identity card that is issued to citizens of Belgium, Austria, Czech Republic, Finland, Estonia, France, Greece, Hungary, Germany, Italy, Lithuania, Liechtenstein, Luxembourg, Netherlands, Malta, Poland, Slovak Republic, Portugal, Slovenia, Sweden, Switzerland, and Spain.

Document Validity

Passports/travel documents and alternative papers, or either of them, must be valid for at least the period of the intended visit.

a. Norwegian citizens can enter with passports/travel documents or alternative documents that must be valid upon arrival.

b. Residents of Norway may enter with travel documents or alternative documents that have to be valid on arrival.

Additional information

Students, apart from their citizenship/nationality, residing in a European Union member country, Liechtenstein or Switzerland, and traveling as part of a school/university group from within the European Union, Liechtenstein or Switzerland do not need a passport/travel document on condition that

• Their names are stated on a ‘List of Travelers’ stamped by the school and certified by the concerned authority in their home country;
• The school/university group is accompanied by one of the teachers at that school;
• This ‘List of Travelers’ must contain a photo of the student.

Not all European Union member countries issue this type of ‘List of Travelers’. The exemption will NOT apply to the ‘List of Travelers’ that is only stamped by the school/university without photos.

More Information:

On March 25, 2001, the Schengen agreement became effective, targeting to remove immigration restrictions on travel inside all the signing member nations’ territories. This led to the emergence of a ‘Schengen area’ known as a borderless area. Consequently, residents of the signatories of that agreement can travel between the countries referred to above without having their papers checked.

However, travelers needing visas for one or more Schengen States to which they are ticketed and whose final destination is a Schengen State for which a visa is not needed must travel with a ‘Schengen Visa.’ Also, transit without visa (TWOV) is not permissible if a Schengen country for which a visa is needed is one of the next trips or transit countries since the traveler would be entitled.

This means that travelers from states that require a visa for all Schengen nations and travelers from states that require a visa for one or more Schengen nations to which they are ticketed always need a visa. Travelers should acquire Schengen visas before they arrive in the Schengen territory.

Visa Exemptions

All travelers must hold a visa except the following:

1. Norwegian citizens.

2. Travelers staying for no more than three months in any half-year period; this exemption 

Citizens of Morocco and the Philippines with diplomatic passports, service passports, or special passports;

Travelers with passports of Hong Kong (A Special Administrative Region of China) or Macao (A Special Administrative Region of China);

Travelers with British passports;

That contains the label/sticker ‘right of residence’ issued by Great Britain; or contain the label’ right of re-entry’ issued by Great Britain (UK);

Endorsed ‘British Citizen’;

Endorsed ‘British Overseas Territories Citizen’ issued in Bermuda;

Citizens of Russia, Albania, and Bosnia Herzegovina with diplomatic passports/travel document;

Turkish people provided:

• They are employees of the United Nations(UN) or NATO
• They have service, special passports, or diplomatic passports
• Citizens of Thailand with official passports or diplomatic passports

Citizens of Antigua & Barbuda, Andorra, Argentina, Austria, Bahamas, Australia, Belgium, Bulgaria, Barbados, Brunei, Canada, Brazil, Chile, Croatia, Costa Rica, Cyprus, Denmark, Czech Republic, Estonia, Finland, El Salvador, France, Greece, Guatemala, Germany, Honduras, Hungary, Republic of Ireland, Iceland, Israel, Japan, Italy, Republic of Korea, Liechtenstein, Latvia, Lithuania, Malaysia, Luxembourg, Malta, Mexico, Mauritius, Monaco, New Zealand, Nicaragua, Netherlands, Panama, Poland, Portugal, Paraguay, Romania, Seychelles, San Marino, Singapore, Slovenia, Spain, St Kitts-Nevis, Slovak Republic, Sweden, Uruguay, Switzerland, United States of America, Venezuela and Vatican City;

Citizens of Bolivia, South Africa, Pakistan, the Former Yugoslav Republic of Macedonia with service or diplomatic passports.

Citizens of the United Arab Emirates and Tunisia with special passports or diplomatic passports.

3. Travelers, regardless of nationality, with a residence permit issued by Monaco or one of the Schengen states.

4. Travelers (provided they are traveling on duty) with a ‘Laissez-Passer’ which is issued by the International Court of Justice, the United Nations or the European Union, and:

• Representatives of the European Union;
• Official employees/workers at the United Nations or a specialized agency of the United Nations

5. Travelers with travel papers/travel documents that are issued to recognized refugees and people without nationality or citizenship who reside in a European Economic Area member country or Switzerland, hold a travel document/passport which is issued by a European Economic Area member country or Switzerland, and do not hold the nationality of any country.

6. Travelers, regardless of nationality, residing in Liechtenstein for no more than five days and holding proof of their residence provided they are in transit through the Schengen Area and are continuing their trip to a country outside the Schengen Area apart from the means of transport.

TWOV(Transit without Visa)

There is no available facility for TWOV (Transit without Visa) in Norway. Therefore, all travelers who need a visa to enter Norway must have a (transit) visa.

Additional Information

1. Students, apart from their nationality, residing in a European Union member country, Liechtenstein or Switzerland, and traveling as part of a school/university group from within the European Union, Liechtenstein, Switzerland, do not need a visa 

• Their names are stated on a ‘List of Travelers’ stamped by the school and certified by the concerned authority in their home country;
• The school group is accompanied by one of the teachers at that school/university

When the ‘List of Travelers’ is only stamped by the school and is neither authenticated by the concerned authority nor containing photos of the students, each student must carry his/her passport/travel document and proof of residence.

2. Although the official examination of passport in principle is waived for traveling between the Nordic countries (Sweden, Finland, Norway, Iceland, and Denmark), travelers must respect the visa requirements.

Warnings

1. All travelers who do not have onward or return tickets or enough money to cover the expenses of their intended stay and all other necessary documents for their next trip may be denied entry. Fines may be imposed on the traveler and the transporting carrier.

2. If travelers do not abide by entry rules, immigration authorities have the right to deport any traveler who does not respect such rules. Transporting carriers may be fined and will have to transport the travelers back to their home country with an escort in some cases.

CUSTOMS AND FOREIGN EXCHANGE

Import Regulation

It is permitted to those residing in Norway and who have been out of the country for 24 hours or more and people who want to visit Norway to import articles with a total value of no more than NOK 3,000. Items that are included in this limit (not for travelers aged less than 18 years old):

• 200 leaves of cigarette paper or 200 cigarettes and 250 grams of other tobacco products; and
• Travelers older than 18 years old are eligible to import alcoholic beverages. However, only travelers aged 20 years or older are allowed to import alcoholic beverages with more than 22 percent alcohol per volume:
• 1.5 liters of alcohol of 2.5% up to and including 22% volume and one liter of alcoholic drinks of 22% volume or higher to a maximum of 60 % volume; or 
• 2 liters of beer with more than 2.5% up to and including 4.7 volume; and
• Three liters of alcohol of up to and including 22% volume.

 This means no more than 5 liters of beer are only permitted if no other alcoholic drinks are imported.

Residents of Norway who have been out of the nation for less than 24 hours are entitled to import products with a total value not exceeding NOK 6,000. This permit does not include tobacco products or alcoholic beverages unless it can be shown that they have been imported from a country in the European Economic Area at a tax-inclusive (not duty-free) price.

It is allowed to import a total amount of 10 kilograms of dairy products and meat, which include the following: meat, meat products, cheese, and foodstuffs (excluding dog and cat food products) that are bought from nations of the European Economic Area.

The following are prohibited from being imported:

• Plants (depending on the season) and their parts;
• Spirits of over 60% (120 % proof);
• Ammunition and arms, narcotics.

Crew’s member custom’s regulation

There are no restrictions on importing up to 40 cigarettes and items up to a total value of NOK 250. Alcohol is banned.

Pets

Dogs and Cats:

A permit is not necessary for the importation of cats and dogs into Norway. An authorized veterinarian may sign the vaccination and medical certificate. The following main rules and regulations apply to the importation of dogs and cats from countries within the European Union or the European Fair Trade Association community:

• Identification of animal (microchip or tattoo);
• Declaration from owner certifying possession of animal;
• Health declaration certificates which must be signed by a veterinarian and valid for no more than ten days;
• A vaccination certificate must be completed and signed by an authorized veterinarian. Vaccination against canine distemper and leptospirosis is required. Furthermore, rabies vaccination is needed and a blood test if it comes from a country infected with rabies.

Important

If the animal is imported into Norway from countries which are contaminated with rabies and are not part of the Community of the European Union or the European Fair Trade Organization, a quarantine duration of at least four months after arrival in Norway must be completed and registered with the District Veterinary Officer responsible for quarantine facilities not less than 30 days before the date of arrival.

Only cats and dogs may travel in the cabin on Scandinavian Airlines System (SAS); for other airlines, contact directly. Violation of animal import rules is severely punished: large fines for the traveler and/or the carrier, and live animals may be destroyed.

Baggage Clearance Regulation

A traveler’s luggage should be cleared at the first airport of entry in Norway. Members of the crew can continue through the Customs Green Zone.

Exemptions: Luggage of travelers/passengers in transit area with a destination out of Norway.

Airport Tax

All travelers are not required to pay any airport tax upon departing from the airport.

Currency Import Regulation

Local currency imports (Norwegian Krone-NOK) and foreign currencies up to NOK 25,000 or equivalent are not limited. Sums greater than this cap must be reported on a form available at the customs office. There are no restrictions on the traveler’s cheques.
