It is still possible to reach the country for emergency landings, humanitarian assistance flights, medical or evacuation flights, repatriation and cargo flights, state or military aircraft, and technical landings without disembarkation. Both travelers must have a fit-to-fly health certificate to enter Thailand, a medical certificate indicating that they have tested negative for COVID-19 (RT-PCR) within 72 hours of departure, either (a) a certificate from their parent agency/authority verifying that it will cover both medical costs, or (b) evidence of health insurance covering all medical expense, including COVID-11 Entry into the nation may be refused to travelers suspected of carrying COVID-19.

In addition to the above, a Certificate of Entry issued by the Thai Embassy or Thai Consulate-General in their country of departure for entry into Thailand is required for permanent residents or work permit holders and their family members, students, and those seeking medical care. Travelers with an urgent need to visit Thailand should, to clarify their circumstances, in their country of departure, contact the Thai embassy or consulate at least 10 working days before their proposed date of travel. They will also need to have a copy of their verified reservation, a copy of their work permit at an ASQ hotel, and either (if it has expired, the employer can contact the Ministry of Labor to issue a WP3), a copy of the Thai government agency’s letter of permission to work in Thailand (such as the Ministry of Labor, the Ministry of Education, BOI) or a copy of the residence certificate. At the State Quarantine or Alternative State Quarantine (ASQ) facility, all travelers to Thailand are expected to complete 14 days of quarantine.

It has extended the validity of all temporary visas until 31 October 2020.
