Covid-19 Travel Restrictions in Montenegro

Montenegro has restricted entry for nationals and citizens of Montenegro, as well as travelers who are residents of certain epidemiological requirements in a small number of countries.
Montenegro is restricted to nationals and citizens of Montenegro as well as travelers who, for at least 15 days prior to travel, have only been in a small group of countries meeting certain epidemiological requirements.
Individuals who have spent the last 15 days in one of the following countries (the ‘Green List’) are entitled to enter Montenegro without pre-entry checking conditions or entry quarantines: The United Kingdom, EU Member States (Bulgaria, Austria, Belgium, Croatia, Czech Republic, Cyprus, Denmark, Germany, Estonia, Finland, France, Greece, Latvia, Hungary, Italy, Ireland, Lithuania, Luxembourg, Portugal, Malta, Netherlands, Poland, Slovenia, Romania, Slovakia, Spain, and Sweden) and Algeria, Azerbaijan, Andorra, Barbados, Belarus, Cambodia, Brunei, Canada, China, Cuba, Fiji, Georgia, Jamaica, Iceland, Indonesia, Japan, Madagascar, Jordan, Liechtenstein, Malaysia, Morocco, Mauritius, Mongolia, Mozambique, Nicaragua, New Zealand, Norway, Papua New Guinea, Philippines, Paraguay, Russia, Senegal, Switzerland, South Korea, Tajikistan, Tunisia, Thailand, Trinidad and Tobago, Turkey, Ukraine, Uzbekistan, United Arab Emirates, Uruguay, Vietnam, Zambia, and Zimbabwe.
Individuals over the age of 5 who have spent the last 15 days in one of the following countries (the ‘Yellow List’) are only allowed to join Montenegro if they present a negative SARS-CoV-2 PCR, ELISA, or ECLIA test carried out by approved laboratories within 72 hours prior to arrival: Albania, Australia, Bosnia and Herzegovina, Israel, Kosovo, Lebanon, Serbia, Seychelles, Singapore, North Macedonia.
Montenegro residents and nationals may return home from countries not included in the above lists, but they should expect to be subject to a period of self-isolation of at least 14 days. Such lists are valid from 15 August onwards and are subject to change. There are exceptions to the above regulations for travelers who perform their duties as health workers, carriers of goods, ambassadors, a staff of international organizations, military personnel, and humanitarian aid workers, and citizens in need of international security. In addition, non-commercial air transport of up to 10 seats can, without restriction, reach Montenegro. Both passengers on such flights must have a SARS-CoV-2 negative PCR, ELISA, or ECLIA test taken within the last 72 hours. Residents of Bosnia and Herzegovina, Kosovo, and Albania can travel via Montenegro without being required to have a COVID-19 PCR or ELISA test unless they remain in Montenegro.
