Covid-19 Travel Restrictions in Hong Kong

Foreign citizens who have been in areas other than Taiwan, China, or Macau for the past 14 days have been barred from entering Hong Kong.

Hong Kong has limited the entry into Hong Kong of all passengers who are not holders of a Hong Kong passport, holders of a Permanent Identification Card, holders of a work or research visa, or holders of a British passport with British nationality (Overseas) with right of residency.

Travelers who have only visited China, Taiwan, or Macao in the past 14 days are still permitted to enter.

Residents of Hong Kong with an Identification Card accompanied by a visa marked ‘Permission to stay extended until’ can enter Hong Kong within the duration of validity of the stay permitted.

On October 1, Hong Kong will add the UK as a stated high-risk venue.

Travelers who have been in the U.S., Kazakhstan, Bangladesh, Ethiopia, India, Indonesia, Nepal, Pakistan, the Philippines, and South Africa for the past 14 days must have a medical certificate given no more than 72 hours before departure with a negative COVID-19 nucleic acid test result. It must be in Chinese or English for the certificate. They must also have confirmation of a hotel reservation in Hong Kong for a minimum of 14 days in English or Chinese. For bus riders, this does not apply.

Airline workers, government officials, Hong Kong residents’ spouses, and minor children, and staff endorsed by the HKSAR government to participate in anti-epidemic work may also be permitted to join. Airline crew members entering Hong Kong will be subject to COVID-19 and 14-day compulsory quarantine checks from 8 July onwards.

All travelers eligible for entry to Hong Kong must wear face masks, present the Department of Health with a completed Health Declaration Form upon arrival, and must undergo 14 days of compulsory quarantine. Some people and groups visiting through mainland China, Taiwan, and Macao may have an exemption from the quarantine requirement by submitting in advance to the Chief Secretary of the Administration. All incoming passengers (including transit passengers) will be subject to advanced screening and temperature control measures. Transit service at Hong Kong International Airport has now resumed from 15 June onwards for passengers who can be screened from the port of origin to the destination. Transiting is now permitted between flights operated by different airlines. Transiting from, but not to, mainland China via Hong Kong is now permitted until October 15.

For transiting via Hong Kong, some limitations still apply, so it is advisable to consult with your airline or travel agent before traveling.
